Согласно Акту о стандартах на американскую пшеницу (USGSA), формуляр 7 U.S.C. 87f-1, регистрация всех лиц, вовлеченных (задействованных) в процесс экспорта американской пшеницы, является необходимой. Кроме того, те лица, которые участвовали в производстве, продаже, погрузке/разгрузке, взвешивании и транспортировке пшеницы, которая идет на экспорт, также обязаны быть зарегистрированы.
Устав предусматривает освобождение от регистрации для экспортеров малых объемов зерна. USGSA предполагает регистрацию всех лиц, связанных с операциями выращивания, продажи, погрузки/разгрузки, взвешивания и транспортировки пшеницы, которая идет на экспорт, объемом от 15 тыс. т. за календарный год.
