Starting tomorrow, Ukraine will have a “customs-free regime” with the EU

On September 27, 2022, the Cabinet of Ministers of Ukraine adopted a number of resolutions that open access to an unlimited number of Ukrainian businesses to authorizations and simplifications similar to those existing in the EU, regulate the provision of customs authorities with measures to ensure the payment of customs duties when importing and/or moving through the territory of Ukraine in transit, as well as regulate certain provisions of government acts with the Conventions on the Common Transit Procedure and on the Simplification of Formalities in Trade in Goods.

According to “ProAgro Group” with reference to the information of the Ministry of Finance, in particular, the following issues have been settled.

The forms of documents (applications, authorizations for the application of simplifications, reports) have been approved, the issue of assessing (re-assessing) the compliance of the enterprise with the criteria and / or conditions for granting authorizations, as well as monitoring the compliance of the enterprise with such criteria and / or conditions, has been settled.

Business receives tools to take advantage of the benefits and simplifications of the common transit procedure, which are available to economic operators in 35 member countries of the Convention. Until now, a limited number of companies, including authorized economic operators, had access to simplifications and authorizations.

The Customs, for its part, receives similar European procedures for granting such authorizations and simplifications, assessing the compliance of the enterprise with the criteria and/or conditions for granting authorizations, as well as monitoring measures.
